[Libs-Or] Title of Library Director

In Washington County, for example, there are both Library Directors and Library Managers.  The designation has to do with whether the library is a Department of a city and the librarian is the Department Head (Director) or the library is a program or division of a larger Department of Community Services (or something like that). Then the librarian is the Manager and reports to the Director of Community Services. It has nothing to do with being elected.
They should ask the Special Districts Association for guidance as Aletha suggested.

The Oregon Trail Library Board is developing a job description. There is one member acting on advice from a city manager who is adamant the role should be "Library Manager". They both feel that a director may only be elected.  Can anyone please give me arguments on behalf of the Library Director title?
