[Libs-Or] minor patrons with bills

Kendra,

My husband and I fostered his niece's children.  Their mom had frequently
used their card to check out material for herself when she could no longer
use her card to the point that they couldn't use their cards either.  Is it
possible one of the teen's parents used her card.  Also depending on home
conditions, it would be really hard to know where the books ended up.
