[Libs-Or] LIBS-OR Policy re: political information

I think this also came about because I sent a message today that went to
Arlene. I kind of thought they would deal with this internally and not keep
us going down this track but here we are. This is what I sent:

I thought I would relook at the guidelines for libs-or.  I had thought that
restrictions in posting applied to state ballot measures and most of the
guidelines very clearly relate to state candidates and bills but the
guidelines say:

" Messages that relate in any way to political campaigns of candidates for
public office or ballot measures may not be posted to libs-or. Nor should
messages be posted that advocate for or against an issue that may come
before the Legislative Assembly, the Executive Branch or the Judicial
Branch of the State of Oregon. This prohibition does not apply to issues
before the Congress of the United States or other branches of the Federal
government."

Does this mean that there can be no postings about local ballot measures,
even if the posting is informational?  If it doesn't apply to local
measures that I think this guideline should be rewritten to say "relate in
any way to *statewide* political..."  If it includes local ballot measures
maybe it could be rewritten to say "relate in any way to *local and
statewide*..."  I think this might add some clarity.
