[Libs-Or] Revision of LIBS-OR User Guidelines

The State Library has been working on a draft revision of the LIBS-OR User Guidelines, which have not been updated in many years and have not evolved to reflect current community practice.

We are seeking feedback from LIBS-OR members on the new draft guidelines, which are available for review here: https://goo.gl/ikYtnX

Our goal in updating the guidelines was to provide clarification, more accurately reflect current practices, and provide examples of appropriate use.
