[Libs-Or] Please let legislators know OLA opposes SB 543

Librarians, Please join me in letting your legislator know librarian's
concerns about SB 543. This is the formation of special children's
districts across Oregon. The OLA legislative committee believes the bill is
vague and has unintended consequences. For special library districts, many
of these children's special districts will be taxing the same exact
district areas, leading to compression. We also feel the proposed after
school programs will duplicate or infringe on what libraries already do
including summer reading programs and after school programs already in
place. This bill has been proposed in the past but has been unsuccessful.
This year it looks like a lot of non-profits are lending their support to
the bill since it would give them free money and it has gained a lot of
traction, We would urge you to contact your legislators and let them know
Librarians are concerned. While the concept is a good idea it needs a lot
more work. Using funding from the same revenue streams that libraries
already use can potentially lead to the detriment of existing library
funding and programming. These are only a few of the potential problems
that may arise. This bill is creating children's districts in areas that
many libraries and early learning hubs are already providing services,
however the bill does not include them as main priorities in this funding.
This could make services for children even more complex and confusing for
parents and limit funding for libraries if it is perceived as a duplication

Representative – I’m writing to urge your *NO vote on SB 543*, a bill
authorizing the formation of children's special districts. I fully support
the intent behind the bill, however I do believe there will be serious
unintended consequence if the bill passes and it will negatively impact
already existing children’s services and programs provided by libraries and
other youth services entities.
