[Libs-Or] Revised Libs-OR Guidelines

The State Library has finalized and posted revised LIBS-OR User Guidelines<https://www.oregon.gov/Library/libraries/Documents/LIBS_OR_Guidelines_032020.pdf>. During this revision process, we have shared drafts and received feedback from OLA's Intellectual Freedom Committee, the OLA Executive Board, and the Libs-OR community. Thank you to everyone who provided feedback during this process - the final version benefited from having many voices sharing thoughts and suggestions.
