[Libs-Or] Tech-Talk: GRAPHICS – Add Moving GIFs to PPT & Word (and G-Slides & G-Docs)

I was an early adopter of GIFs in articles and PPTs, but after learning
about the potential harm they can cause for some people with disabilities
(especially when they randomly stumble on them), I stopped. There are some
considerations you can make to make them more accessible, though. I wanted
to be sure to share a resource for making animated images accessible.
