Dear colleagues,
I would like to congratulate Cam Amabile for the excellent contextual piece on librarian Cornelia Marvin Pierce, the richness of the content and the delivery of the information was fantastic!
Reading this article I was able to capture additional information on Mrs. Pierce?s beliefs as a human being, and in my opinion, they are horrifying to say the least. Her support of eugenics, and her association with racist movements, prevail over any good intensions in the form of financial or legislative support delivered by her.
Librarians are known for their egalitarian principles and it is shocking to me that one of the least egalitarian people within our profession, continuous to be regarded with a plaque at the State Library of Oregon. I believe that honor should be given to another State Librarian, perhaps, someone that can embody our profession in an unbiased and anti-racist manner.
We cannot keep justifying people like Cornelia Marvin Pierce. Historically, we all know people of color have been incarcerated, lynched and murdered for alleged or minor nonconformities with white society. Many of them had a history of good deeds that weren?t be taken into consideration and almost none of them have a plaque with their name celebrating these good deeds and pushing their ?wrongdoings? under the rug.
I might be alone in this observation, but I can?t suppress my opinion on a subject that means so much to me on a personal and professional matter such as this one.

Dear colleagues,
You may be aware that the White House issued an Executive Order on Combating Race and Sex Stereotyping<https://www.whitehouse.gov/presidential-actions/executive-order-combating-race-sex-stereotyping/> on September 22. Section 5 of this executive order pertains to federal grants and notes that federal agencies shall review their grant programs and
"identify programs for which the agency may, as a condition of receiving such a grant, require the recipient to certify that it will not use Federal funds to promote the concepts that (a) one race or sex is inherently superior to another race or sex; (b) an individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously; (c) an individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex; (d) members of one race or sex cannot and should not attempt to treat others without respect to race or sex; (e) an individual's moral character is necessarily determined by his or her race or sex; (f) an individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex; (g) any individual should feel discomfort, guilt, anguish, or any other form of psychological distress on account of his or he r race or sex; or (h) meritocracy or traits such as a hard work ethic are racist or sexist, or were created by a particular race to oppress another race."
The State Library of Oregon receives federal grant funds from the Institute of Museum and Library Services (IMLS) that are used for statewide library services as well as grants to the library community. We have been in contact with IMLS and they are reviewing the executive order with their legal team to determine how this executive order may impact the usage of federal grant funds they distribute. IMLS will be providing the State Library with an update when they have more information about whether this executive order will result in any limitations on state library agencies using federal grant funding distributed by IMLS to support equity, diversity, inclusion, and anti-racism initiatives and projects. At this time, the State Library is continuing work as planned on our initiatives to promote equity and anti-racism.
The State Library remains committed to advancing anti-racist practices and policies and integrating equity, diversity, and inclusion principles into our daily work and decision-making. We will continue to provide opportunities for our staff to deepen their understanding of these issues, and are committed to providing resources and support to local libraries throughout Oregon to do the same. Libraries are uniquely positioned to fight inequity and racism through free and open access to resources, programs, and services and it's critical that library staff are empowered with the training and development needed to reach marginalized and oppressed communities, create welcoming and inclusive environments, and respond to community needs.
We will provide an update when we have additional information about any impacts on how the federal funding we receive can be utilized. In the meantime, please feel free to contact me with any questions.

Hi everyone,
On October 19, the Oregon Health Authority (OHA) updated their Statewide Mask, Face Covering, Face Shield Guidance<https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le2288K.pdf>. This guidance applies to all businesses, public & private workplaces, and the general public. Here are the notable changes that may affect your library operations, both for staff and the public. Emphasis is OHA's.
* On face shields:
"It is not recommended that individuals wear a face shield instead of a mask or face covering. Face shields can be very good at blocking droplets that individuals release, but they are not as effective at limiting the release of aerosols that can go around the shield."
* On people gathering in common areas:
"Masks, face coverings or face shields are required at all times for employees, contractors and volunteers in public and private workplaces, including hallways, bathrooms, classrooms, elevators, lobbies, break rooms, meeting rooms and other common and shared spaces, unless employees, contractors or volunteers are at a private, individual workspace not shared with other people."
The guidance linked above gives more details about OHA's recommendations and expectations for use of face coverings by employees, contractors, volunteers, and the public. Among those details are OHA's reasons for not recommending face shields and the limited circumstances where a face shield alone could be warranted.

Reading this article I was able to capture additional information on Mrs. Pierce?s beliefs as a human being, and in my opinion, they are horrifying to say the least. Her support of eugenics, and her association with racist movements, prevail over any good intensions in the form of financial or legislative support delivered by her.
Librarians are known for their egalitarian principles and it is shocking to me that one of the least egalitarian people within our profession, continuous to be regarded with a plaque at the State Library of Oregon. I believe that honor should be given to another State Librarian, perhaps, someone that can embody our profession in an unbiased and anti-racist manner.
We cannot keep justifying people like Cornelia Marvin Pierce. Historically, we all know people of color have been incarcerated, lynched and murdered for alleged or minor nonconformities with white society. Many of them had a history of good deeds that weren?t be taken into consideration and almost none of them have a plaque with their name celebrating these good deeds and pushing their ?wrongdoings? under the rug.
I might be alone in this observation, but I can?t suppress my opinion on a subject that means so much to me on a personal and professional matter such as this one.

Description:
The Knowledge Management Consultant plans, designs, develops, implements, and manages a variety of digital resources and knowledge management initiatives to create a holistic picture of research productivity at Kaiser Permanente. This includes prioritizing work and managing deadlines for multiple digital projects with competing demands.
Essential Responsibilities:
* Planning, Designing, and Leading New System Development: High level strategizing with key stakeholders to determine knowledge management needs related to research at Kaiser Permanente. Consultation with customers and IT project teams in order to assure implementation, operation and evaluation alignment with organizational knowledge management priorities. Works with VP and executive office team to determine system requirements and specifications. Negotiates performance expectations on behalf of the technical team and creates project work plans to match. Acts as IT liaison for technical requirements. Uses advanced knowledge of data sources and digital library/database technology to recommend approaches and solutions. Problem solves for issues encountered and selects methods and techniques for effective implementation. Provides final review and approval of technical procedures and processes prior to implementation.
* Managing and Enhancing Existing Systems and Resources: Designs work flows and oversees quality control. Develops procedures, documentation, manuals, policies, and other production processes. Conducts regular needs assessments, maintains usage statistics, and makes recommendations to leadership on changes to resources.Identifies and uploads content for digital library applications. Tests and maintains digital knowledge management applications and associated tools. Proactively promotes knowledge management resources and tools. Adopts metadata standards and assists with digital object and metadata creation. Maintains both internal and user documentation. Provides regular reports on progress and status. Oversees work of part time digital projects staff, writes reports, and develops and monitors project budgets.
* Collaboration and Communication: Conducts searches of the institutional repository on behalf of select users and advises others on search strategies. Partners with a variety of stakeholders to execute on accountabilities. Develops and implements tutorials, walkthroughs, and trainings about knowledge management resources for internal collaborators and stakeholders. Communicates progress and findings to customers via presentations, reports, and meetings. Promotes the use of applications and resources through advocacy, instruction, and outreach activities. Performs other duties and works on other projects and initiatives as needed.
Basic Qualifications:
Experience
* Minimum two (2) years of directly related professional library experience required.
Education
* Master's degree (such as MLS or MLIS) from an American Library Association-accredited institution OR six (6) years of experience in a directly related field required.
* High School Diploma or General Educational Development (GED) required.
