According to some experts, the program can be confusing and those without a full understanding can get frustrated by the application process. It is helpful when local trusted individuals like library staff to encourage enrollment in this program. Although it offers only temporary relief for those in need of discounted Internet access, large enrollment will demonstrate need and help encourage establishment of a permanent benefit program.


There are many ways to establish eligibility for the program, but it is helpful to understand what documentation is required before starting an application<https://www.checklifeline.org/lifeline/?id=nv_flow&ebbp=true>.  The EBB Help site<https://www.ebbhelp.org/>, maintained by Media Justice<https://mediajustice.org/>, lists the assistance programs that can be used to help establish eligibility and what documentation is required. Examples of qualifying programs include:


  *   Lifeline
  *   Supplemental Social Security (SSI)
  *   Veterans Pension and Survival Benefits
  *   Medicaid
  *   SNAP
  *   Tribal programs such as TANF, Food Distribution, and Head Start
  *   Free and reduced Summer Lunch program
  *   Pell Grant program
