[Libs-Or] Our New State Librarian of Oregon

Very happy to hear that a new State Librarian has been chosen.

I just wanted to say that the link for ASGCLA goes to something else
entirely. This is a division that was recently dissolved which probably
explains the problem with an old link. Here is the information on the ALA
site,
