[Libs-Or] FW: update on IMLS 2025 budget and awards to State Library

What a week it has been! Sharing the latest on the State Library’s LSTA funding from the Institute of Museum and Library Services (IMLS):


  *   The LSTA 2024 grant termination notices that Washington, California and Connecticut received on April 2, were all reversed on Monday, May 5.  Not only will those current-fiscal-year funds flow again, but they have also indicated that these states will also be getting LSTA 2025 grant award letters this month.   *   As you know, Oregon is party to a lawsuit against the current administration, requesting an injunction against the Executive Order issued March 14. There was a ruling issued on Tuesday, May 6, granting this request.<https://storage.courtlistener.com/recap/gov.uscourts.rid.59257/gov.uscourts.rid.59257.57.0_3.pdf>


  *   While the State Library received a 50% partial award letter 2 weeks ago, the message below, from Wednesday, May 7, indicates that the other half of this $2.6M will be awarded by the end of the month. This means that in addition to payroll for FY26, the State Library would also be able to issue the LSTA 2025 competitive subgrants to the successful applicants and continue supporting statewide services used by millions of Oregonians each year, including statewide databases, Answerland, and Northwest Digital Heritage, to name just a few.



     *   Subgrants won’t be issued before that full award letter arrives. Thank you for your patience as we navigate this situation.

We want to provide another budget update, since IMLS is still waiting on apportionment from the Office of Management and Budget. However, we do plan to issue the remainder of the FY 2025 awards to states, which will bring them to levels similar to last year’s allotments. We hope to make the supplemental awards this month and will provide the FY 2025 allotment table at that time.
