The role:
Are you a relationship builder and strategic thinker with an urge to improve communities and the economy through transportation? Is managing complex, large-scale, multimodal transportation projects your passion? Join ODOT's Portland team as our Major Projects manager! In this leadership role, you will manage the Major Projects Unit and develop and implement priority projects for the region. Major Projects Unit focuses include:

  *   Developing the region's major transportation projects in coordination with local agencies.
  *   Performing transportation studies, project prioritization analysis and refinement plans.
  *   Analyzing and coordinating state system needs with Metro's and Tri-Met's development of major light rail transit and other transit projects in the region.
  *   Delivering phase 1 engineering, public/agency involvement and National Environmental Policy Act (NEPA) documentation milestones on major transportation projects.
  *   Scoping project concepts that are candidates for the Region 1 Statewide Transportation Improvement Program (STIP).
  *   Evaluating policy in Region 1 including tolling, congestion pricing and other system management techniques.
  *   Developing staff and overseeing the Major Projects Section budget.

A day in the life:

  *   Help implement a practical design approach to project planning and development.
  *   Establish and implement effective project-development and issue-resolution strategies and processes.
  *   Ensure appropriate project development, planning and environmental procedures are used.
  *   Set expectations and milestones for staff and their teams.
  *   Provide oversight and counseling to staff in the management of their assigned budgets.
  *   Review the work of staff and their teams for quality and completeness.
  *   Represent ODOT management, as appropriate, on controversial issues before the public, media and elected officials.
  *   Assist staff with consultant contracting needs and managing flexible services contracts for the section.
  *   Assist with policy and project implementation issues and troubleshooting.
  *   Develop the biennial Major Projects Unit budget and oversee development and monitoring of the budget.
  *   Assist area managers, local governments and regional partner agencies in major project development/NEPA strategies, policy, design and troubleshooting.
  *   Provide leadership, clear direction, effective coaching, performance evaluations and specific feedback.
  *   Work is performed in a typical office environment with occasional inspection of project sites and frequent out of office meetings required.
  *   Work outside of normally scheduled hours and moderate statewide travel and limited out of state travel required.

What we need:
Pathway One: Three years of management experience in a public or private organization that included responsibility for each of the following:
a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation and
d) Budget preparation.

OR

Pathway Two: Two years of management experience in a public or private organization that included responsibility for each of the following:
a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation and
d) Budget preparation.
AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Pathway Three: Three years of professional experience as a program/project leader,
a) Assigning and reviewing work of professional staff (e.g., engineers, etc.).
b) Project responsibility for developing goals and objectives.
c) Project evaluation and
d) Monitoring and controlling or preparing a budget.

Additionally, driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position.
