[OMS_MANAGERS] Public Smoking Areas Downtown

We don't have any designated smoking areas, but we have lots of informal
areas - like every bench!  I haven't heard complaints about the smoke, just
about all of the cigarette litter.  This weekend we have a juvenile
delinquent crew doing a cigarette litter count and clean-up, in line with
Keep America Beautiful's program.  At the end the youth are going to help
me select four new butt receptacles from the wide spectrum of options out
there to order and install in the places that had the most butts.
