Hey Alan,

In my experience designated smoking areas do not greatly reduce public smoking and cigarette butt litter unless they are combined with an enforceable smoking ban, or really strong marketing campaign.

McMinnville recently passed a "Smoke Free Third Street" ordinance that covers the majority of our downtown core. We didn't create any "designated" areas, but we did do the following:

  *   Created "Entering a Smoke Free Zone" signage to be put up at the perimeter
  *   Created similar "This is a Smoke Free Zone" window clings for businesses to replace their state provided "10 feet" window clings
  *   Created slightly larger "This is a Smoke Free Zone" signs for businesses to put on their sidewalk tables or furniture
  *   Moved all our cigarette butt receptacles to just outside the Smoke Free perimeter

In the 1 month its been in full effect, we've noticed a marked reduction in cigarette butt litter and smoking "violations."

Even if you don't have a smoke free zone, a strong marketing campaign can help "shame" people into properly disposing of cigarettes. I attached a couple of my favorites...

No designated areas in Downtown Klamath Falls. There was a significant push to make downtown smoke free, but that (obviously) met significant resistance. City Parks (including two in our CBD) are smoke free by ordinance, but otherwise folks generally smoke where they wish.

I’ve got a couple of questions for you regarding public smoking areas in your downtowns. First and foremost, do you have public smoking areas in you downtowns and if so what does that look like (open areas, covered shelters, etc.)? Are these spaces publicly or privately owned? And last but not least, do these designated areas help keep public smoking and cigarette butt litter off of your downtown sidewalks?
