The following employment opportunity is being sent on behalf of the
Department of Administrative Services.
 
The Oregon Department of Transportation was established in 1969 to
provide a safe, efficient transportation
system that supports economic opportunity and livable communities for
Oregonians. ODOT develops programs
related to Oregon's system of highways, roads, and bridges; railways;
public transportation services;
transportation safety programs; driver and vehicle licensing; and motor
carrier regulation.
 
FINANCIAL COORDINATOR
 
The Financial Coordinator provides financial support and analysis to
Division and Branch offices in the areas of
accounting and internal controls, financial reporting, operational
expense analysis, budgeting, accounting system
review, and submission of journal entries to the accounting system. This
position meets regularly with accounting,
budgeting, and program management employees to identify program policy
and information needs. This position
is located in Salem, Oregon.
 
*UNDERFILL OPTION: This position is classified at the Fiscal Analyst 2
level, however, we encourage
candidates who meet the minimum qualifications of the Fiscal Analyst 1
position to apply (salary $2,945 -
$4,286/monthly). We may underfill the position until the selected
candidate fulfills the minimum qualifications
for the Fiscal Analyst 2 level.
 
As a Financial Coordinator you will:
* Set up appropriate expenditure accounts and subjobs in TEAMS (ODOT
accounting system), ensuring system
structure reflects the correct funding source and
appropriation/limitation.
* Research erroneous expenditure charges upon requests from
Divisions/Branches. Assist and/or prepare
journal entries/transfers, obtain approvals and submit for entry.
* Assist customers in determining appropriate coding for payment
transactions, standard labor, equipment
activity reporting, and revenue transactions as needed.
* Load legislative, work plan, and project budgets for business lines as
requested. Assist the customer in
monitoring the Position Inventory Control System (PICS) and tracking of
permanent financing.
* Assist customers with the use and interpretation of online financial
reports and financial inquiry data tools.
Create ad hoc financial reports that are useful, easy to use, and
provide managers the tools to manage and
achieve program goals.
* Contribute to a cross-functional work team by providing financial
reports and spreadsheets to assist in fiscal
planning and analysis and to properly account for expenditures.
* Provide proactive/unsolicited consultation to all levels of management
in matters requiring financial and
accounting expertise. Actively interpret and review financial results
with management.
* Utilize quantitative analysis techniques to evaluate ongoing
Division/Branch operations as they pertain to
financial activities. Includes rate compilations, return on investment,
cost/benefit, payback period, and
assistance with budget policy option packages.

Position Qualifications include:
 
Fiscal Analyst 2 Minimum Qualifications
* Five years of progressively responsible experience that included the
preparation, analysis, and administration
of a budget or fiscal system; OR* Five years of professional-level
experience in accounting, fiscal auditing, management or program
analysis.
Experience must have included modeling, forecasting and analyzing fiscal
information; OR* Successful completion of the Department of
Administrative Services Budget and Management Public
Administrative Trainee Program.
Note:
* A Bachelor's Degree in Business, Public or Non-Profit Management,
Finance, Accounting or a related degree
(such as Public Policy, Political Science, Public Administration,
Economics or other analytical or technical
degree) may substitute for three years of the required experience.
* A graduate-level degree in any of the above areas may substitute for
four of the five years.
 
Fiscal Analyst 1 Minimum Qualifications
* A Bachelor's Degree in Business, Public or Non-Profit Management,
Finance, Accounting or a related degree
(such as Public Policy, Political Science, Public Administration,
Economics or other analytical or technical
degree); OR* Three years experience in management, policy or program
analysis, or technical-level budgetary support
activities.
