Marine Board Approves Grants, Rules

                  The Oregon State Marine Board met in Florence on October 23 and approved a grant for the City of Reedsport to pursue the purchase of property to help expand parking opportunities near the Rainbow Plaza boat launch and a grant for a new pumpout for Donaldson's Marina in Portland.

            The City of Reedsport applied for, and received a grant to pursue the purchase of property to help expand parking opportunities near Rainbow Plaza.  The Board approved $130,000 in state boater funds from the 2013-15 legislatively authorized Other Funds budget for Boating Facility Grants to match $10,750 of applicant cash, $25,000 in applicant labor and equipment, and $7,500 in in-kind contributions for a total cost of $173,250.
            The Board also approved a grant to Donaldson's Marina for a new pumpout, strategically located in Portland on the Columbia River.  The existing equipment reached the end of its useful life.  The Board approved $6,250 in 2013-15 state boater funds and $18,750 in federal Clean Vessel Act funds for a total project cost of $25,000.
Additionally, the Board approved initiating rulemaking for the following items:

*       Repeal Chapter 250 Division 019 Procedures for Adopting, Amending and Repealing Local and Special Rules;

*       Amend Chapter 250 Division 001 to:
-Revise rules including those addressing petition procedures, definitions, notifications, and scope as previously outlined in Division 019;
-Outline the process of "in cooperation" between the Aviation Board and the Marine Board as it relates to rulemaking applicable to seaplanes operating as boats.
Staff anticipates bringing rule recommendations to the Marine Board for adoption in early 2014.
The Board adopted rule changes for:

*       OAR 250-020-0221 Boat Operations on Certain Waters in Lane County; and OAR 250-030-0030 Scenic Waterways; to remove rule language to comply with actions taken during the 2013 Oregon Legislative session on SB 602, Waldo Lake, effective November 1, 2013.

*       Chapter 250 Division 014, Marine Facility Section Rules; to reflect legislatively-approved amendments as contained in Senate Bill 26.  Rule language was adopted to grant the Marine Board specific authority to receive federal funds through the USFWS Boating Infrastructure Grant Program, as well as, to add federal agencies as eligible applicants for grant funds administered by the Marine Board, effective January 1, 2014.
