[PL-Directors] 9/13 State Library Board Meeting

Dear Directors:
The State Library Board will hold a special phone meeting at 4 pm on September 13th to hear a staff recommendation about the budget reduction plan ordered by Governor Kulongoski on August 26th (agenda attached). As I communicated to you on that day, the Governor has ordered another round of across the board cuts to address the latest $577.5 million revenue shortfall. Our share of that is $102,204.

The staff will be recommending to the Board that we plan to cut another $20,800 from the Talking Book and Braille Services budget. These savings will come from reduced postage, printing, travel, and equipment, as well as additional personal services savings that we have identified.

We will recommend that the remaining $81,404 reduction come from the Ready to Read grants for FY2011. This would bring the total amount of the grants we make this December down to $529,972, a 26% reduction to the total grants made for FY2010 last December. Small libraries would still receive a $1,000 minimum grant, as required by state law, but most larger libraries would see a 29% reduction in their grant (up from -17% in the first round of reductions). The grants would be equivalent to 67 cents per child per year, down from 94 cents last year.

Attached is a spreadsheet with two tabs showing the staff proposal for Read to Read grants. The first tab shows the comparison to last years grant to your library.

If you have comments about this that you would like to make to the State Library Board when they meet next Monday, I would be happy to receive them and make sure they go to the Board prior to the meeting. I suggest you email them to me and I can forward them to the Board.
