[PL-Directors] Voting on Districts Every Year

Dear Directors:
I wanted to report that Diedre Conkling was advised by staff at the Special Districts Association of Oregon that SB 1015 changes the rules for county library service districts too. Both kinds of library districts can be created by voters at the primary or general election every year.
