The Oregon Health Authority (OHA) Ombuds Program<https://www.oregon.gov/oha/ERD/Pages/Ombuds-Program.aspx> is looking for an Ombuds (Program Analyst 2), to join our team. Ombuds act as advocates for individuals eligible for and enrolled in the Oregon Health Plan (OHP). We value and encourage individuals with demonstrated experience advancing health equity, cultivating relationships with, and advancing the interest of non-dominant cultures such as linguistically diverse, immigrant or refugee populations, LGBTQ communities, and, gender- and ability- diverse community members to apply. Bilingual language skills in one of the top five languages spoken by Oregon Health Plan members (Spanish, Russian, Vietnamese, Chinese, and Arabic) are also preferred.

We have offices locations in Salem and Portland. Telework will be an option for the foreseeable future.

[Text, letter  Description automatically generated]The OHA Ombuds Program supports OHP members access to quality, value-based care through individual advocacy and Medicaid systems and policy improvement based on learnings from individual cases. The OHA Ombuds Program works and collaborates with other OHA Divisions and programs, legislators, Coordinated Care Organizations (CCOs), other state and local agencies, and other key stakeholders.  The OHA Ombuds Program enabling legislation requires the program to report directly to the OHA Director, the Oregon Health Policy Board, and the Governor regarding Oregon Health Plan/ Medicaid access to care and quality of care concerns.

As part of External Relations, the Ombuds Program works daily with those served by Medicaid/OHP and other state programs. We ensure that their voice is heard within the agency and becomes an essential part of all policy, operations and program work. We are particularly focusing this work to ensure that member voice is elevated within OHA’s strategic priority of eliminating health inequalities.

Previous experience in working with Oregon’s Medicaid Program and working to eliminate health inequalities is a plus.

Additionally, you will be required to demonstrate:

o    Empathy

o    Strong interpersonal and cultural humility skills,

o    Conflict resolution and mediation,

o    Collaboration with internal Oregon Health Authority and community programs, and,

o    Analytical investigation
