[Sora] Qualitative data analysis software recommendations

In the past I have used RQDA, the open-source R package as an alternative.

Also, it's worth noting that by leveraging our existing Enterprise GIS license, as well as ESRI's R Bridge, you can potentially integrate RQDA into your agency's GIS, and by extension be interoperable with the Statewide GIS. Though the learning curve is perhaps a bit steeper, the advantage is a high level of customization and the extended capability of all the desktop and mobile tools through Oregon AGOL. So you can use WAB, Collector, Survey 123, etc as well as write your QDA to a feature service.
