Good afternoon.
Reporting the quarterly accounts receivable performance measurements (ARPM) associated with July 2017-September 2017 is due to DAS-SWARM by November 20, 2017. Executive branch agencies and agencies subject to the Oregon Accounting Manual are required to report the quarterly ARPM data to DAS-SWARM. Please begin collecting data associated with July 2017-September 2017 for the following quarterly performance measurements:

We are in the process of updating the annual performance measurements based upon feedback received from agencies. We will finalize the policy and distribute the template reporting form within the next week.

Executive Order 17-09<http://www.oregon.gov/gov/Documents/executive_orders/eo_17-09.pdf> requires DAS, in partnership with all state agencies, to develop a quarterly reporting measurement that tracks debt collection activities. The quarterly reporting measurements are documented in the Accounts Receivable Performance Measurement (ARPM) policy (OAM 35.60.20<http://www.oregon.gov/das/Financial/Acctng/Documents/35.60.20%20Performance%20Metrics.pdf>) which was posted for agency comment between Sept. 21 and Oct. 4. Thank you to all of those who provided comments; SWARM appreciates the feedback.
Based on the comments received, and discussions with DAS leadership, the initial due date for quarterly reporting will be extended to November; SWARM will notify state agencies of the new due date once determined. We are expecting the quarterly ARPMs referenced in OAM 35.60.20<http://www.oregon.gov/das/Financial/Acctng/Documents/35.60.20%20Performance%20Metrics.pdf> will remain the same.
The quarterly ARPMs apply to those subject to the Executive Order plus those subject to the OAM. We recommend agencies begin gathering data associated with fiscal year 2018 quarter 1 (July 1-Sept. 30) in preparation for submitting the data to DAS-SWARM in November.
The annual ARPMs referenced in OAM 35.60.20<http://www.oregon.gov/das/Financial/Acctng/Documents/35.60.20%20Performance%20Metrics.pdf> will be further evaluated based on comments received by state agencies. The annual ARPMs apply only to agencies subject to the Oregon Accounting Manual.
