Good afternoon and happy Monday!

Just a reminder that the LFO website is open for agency reporting and the A/R Honor Roll target date to complete the entries and notify SWARM is September 16th.  This date is established as a goal to ensure there is sufficient time for SWARM to review the data and if there are any possible corrections required that those can be completed before the statutory deadline of October 1.  Also, don't forget to click on the "finished reporting" button on the home page after completing entries for your applicable fund types (if you don't have accounts in a specific fund type you don't need to create a record with $0), this confirms to the system that you have completed your entries.

Please be sure to complete the online training and also submit the other applicable reports (see email below for details) and forms to SWARM once you have completed your LFO portal entries (this is also applicable to agencies that have no receivables to report, please follow the instructions in the early part of the training to submit your "nothing to report" to LFO).

The LFO reports must be completed not later than October 1 per ORS 293.229, however the target date in the Honor Roll schedule is September 16th. To ensure accuracy of reporting, please be sure to complete the LFO Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO_Reporting_Worksheet.xlsx> and the Agency year-end checklist<https://www.oregon.gov/das/Financial/Acctng/Documents/AR_Year-end_Agency_Checklist_.xlsx>.



To be eligible for the A/R Honor Roll, remember to:

  1.  watch the online Liquidated and Delinquent Account Report Training<https://www.oregon.gov/das/Financial/Acctng/Documents/2021_Liquidated_and_Delinquent_Account_Report_Training.mp4> prior to submitting your LFO report and email SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> with the date completed. This is applicable to all agencies subject to LFO reporting in ORS 293.229.
  2.  Complete and submit the Accounts Receivable Performance Measures<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.12.FO.xlsx> (Quarter 4 and FY2022 annual measures) via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to agencies subject to the Oregon Accounting Manual<https://www.oregon.gov/das/Financial/Acctng/Documents/35.60.20.pdf>
  3.  Complete and submit the Annual Certification: Write-off, Abated, and Canceled Debt<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.15.fo.pdf> via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to "State Agencies" as that term is defined in ORS 293.234 (5)(b).
  4.  Complete and submit the Accounts Receivable Agency Year End Checklist<https://www.oregon.gov/das/Financial/Acctng/Documents/AR_Year-end_Agency_Checklist_.xlsx> via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to all agencies subject to LFO reporting in ORS 293.229.



If your agency used the LFO Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO_Reporting_Worksheet.xlsx> when preparing the LFO entries, please also email this to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov>.  (this is not required for the Honor Roll).



SWARM will then review the agency reported data and contact the agency if there are any questions.
