Just a quick reminder that this Friday, September 16th is the A/R Honor Roll target date to complete agency LFO website entries and submit A/R year end reports. This date is established as a goal to ensure there is sufficient time for SWARM to review the data and if any corrections are required they can be completed before the statutory deadline of October 1. Submitting your reports after the target date does not mean your agency loses eligibility for the A/R Honor Roll, however, SWARM cannot guarantee the data will be reviewed prior to the October 1 deadline. If the data requires correction after October 1, your agency could lose the Honor Roll Certificate for FY 2022 for submitting an inaccurate report (to be eligible for the A/R Honor Roll Certificate, an agency must submit accurate reports by the required due date).
Please be sure to click on the "finished reporting" button on the home page after completing entries for your applicable fund types (if you don't have accounts in a specific fund type you do not need to create a record with $0) in the LFO portal<https://apps.oregonlegislature.gov/DelinquentAccounts/Account/LogOn?ReturnUrl=/DelinquentAccounts/>, this confirms to the system that you have completed your entries.
To be eligible for the A/R Honor Roll, remember to:
1. watch the online Liquidated and Delinquent Account Report Training<https://www.oregon.gov/das/Financial/Acctng/Documents/2021_Liquidated_and_Delinquent_Account_Report_Training.mp4> prior to submitting your LFO report and email SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> with the date completed. This is applicable to all agencies subject to LFO reporting in ORS 293.229.
2. Complete and submit the Accounts Receivable Performance Measures<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.12.FO.xlsx> (Quarter 4 and FY2022 annual measures) via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to agencies subject to the Oregon Accounting Manual<https://www.oregon.gov/das/Financial/Acctng/Documents/35.60.20.pdf>
3. Complete and submit the Annual Certification: Write-off, Abated, and Canceled Debt<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.15.fo.pdf> via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to "State Agencies" as that term is defined in ORS 293.234 (5)(b). This is required even if the amount is $0 and the agency submitted "Nothing to Report" to LFO.
4. Complete and submit the Accounts Receivable Agency Year End Checklist<https://www.oregon.gov/das/Financial/Acctng/Documents/AR_Year-end_Agency_Checklist_.xlsx> via email to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov> by October 1. Applicable to all agencies subject to LFO reporting in ORS 293.229. This is applicable to all agencies subject to LFO reporting in ORS 293.229.
If your agency used the LFO Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO_Reporting_Worksheet.xlsx> when preparing the LFO entries, please also email this to SWARM.DAS at das.oregon.gov<mailto:SWARM.DAS at das.oregon.gov>. (this is not required for the Honor Roll).
