[Accounts-receivable-news] Liquidated and Delinquent Account Reporting

Good afternoon,

The Liquidated and Delinquent Account Reporting System<https://apps.oregonlegislature.gov/DelinquentAccounts/Account/LogOn?ReturnUrl=/DelinquentAccounts/> (LFO reporting website) is now open to receive year-end reports. The LFO reports must be completed not later than October 1 per ORS 293.229<https://www.oregonlegislature.gov/bills_laws/ors/ors293.html>.  The SWARM resources website<https://www.oregon.gov/das/Financial/Acctng/Pages/Accounts-receivable-resources.aspx> has a link to the LFO Reporting Manual<https://www.oregon.gov/das/Financial/Acctng/Documents/2023_LFO_Reporting_Manual_final.pdf> which provides instructions and detailed field definitions.  To assist in gathering the data for reporting,  please use the LFO Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO_Reporting_Worksheet.xlsx>. Please email SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> once the LFO reporting has been completed and include the additional reports (as applicable) below.

To be eligible for the A/R Honor Roll, remember to:

  1.  For those agencies that did not attend the in person training, the recorded Liquidated and Delinquent Account Report Training<https://youtu.be/o2chzvVVoMk> is available to watch prior to submitting your LFO report (email SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> with the name and date the training was completed).  For those that attended the in person training, you do not need to email SWARM. The training slides<https://www.oregon.gov/das/Financial/Acctng/Documents/Liquidated_and_Delinquent_Account_Report_Training_slides.pdf> are also available online for those who would like to print them for reference.
  2.  Complete and submit the Accounts Receivable Performance Measures<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.12.FO.xlsx> (Quarter 4 and FY2023 annual measures) via email to SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> by October 2. Applicable to agencies subject to the Oregon Accounting Manual<https://www.oregon.gov/das/Financial/Acctng/Documents/01.05.00.pdf>.
  3.  Complete and submit the Annual Certification: Write-off, Abated, and Canceled Debt<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.15.fo.pdf> via email to SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> by October 2. Applicable to "State Agencies" as that term is defined in ORS 293.234 (5)(b)<https://www.oregonlegislature.gov/bills_laws/ors/ors293.html>.
  4.  Complete and submit the Accounts Receivable Agency Year End Checklist<https://www.oregon.gov/das/Financial/Acctng/Documents/AR_Year-end_Agency_Checklist_.xlsx> via email to SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> by October 2. Applicable to all agencies subject to LFO reporting in ORS 293.229<https://www.oregonlegislature.gov/bills_laws/ors/ors293.html>.

If your agency uses the LFO Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO_Reporting_Worksheet.xlsx> when preparing the LFO entries, please also email the worksheet to SWARM at das.oregon.gov<mailto:SWARM at das.oregon.gov> with the items above.  (this is not required for the Honor Roll).

The deadlines provided above are the drop-dead date to be eligible for the A/R Honor Roll, however the target date for submission is September 15th.  Submitting by September 15th will ensure SWARM can complete a review of the agency reported data and contact the agency if there are any questions and for any necessary corrections to be completed by the deadlines above. Please note that data corrections submitted after the deadline may cause the agency to not receive Honor Roll for FY2023.
