Hello ACFR Contacts,

I mistakenly did not forward the OSPS News announcement below from March 20 about Round 4 of the payroll OAMs being placed out-for-comment. As a result, we are extending the comment deadline one week, to Friday, April 10. I hope this gives everyone enough time to consider sharing feedback on the three OAMs listed below. Good afternoon.

We have placed the final set of three Oregon Accounting Manual (OAM) payroll policies as out-for-comment and we're seeking agency feedback on them. The three OAMs are listed below along with highlights of the most impactful changes, which we're adding in lieu of a track changes document. Given the changes in format that have occurred, the track changes document is challenging to follow in our opinion. However, if you would like a copy, we'd happy to share it directly with you.

45.40.00 Payroll - Pay expense reimbursements and document retention<https://www.oregon.gov/das/Financial/Acctng/Documents/45.40.00%20Reimbursement%20of%20Emp%20Exp-Final%20Draft.pdf>

  *   Updated language to replace Oregon State Payroll Application (OSPA) with the Workday Payroll System.
  *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
  *   All sections include updated formatting and plain language edits.
  *   Added OAR 166-300-0025 as a reference for record retention.

45.42.00 Payroll - Appropriate materials to disburse with payroll<https://www.oregon.gov/das/Financial/Acctng/Documents/45.42.00%20Distributions%20with%20Payroll-Final%20Draft.pdf>

  *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
  *   All sections include updated formatting and plain language edits.
  *   Added ORS 292.026 and OARs 125-015-0200 and 125-090-0085 as a references for payroll payments.
  *   Added definition for stored value cards.

45.45.00 Separation of Duties<https://www.oregon.gov/das/Financial/Acctng/Documents/45.45.00%20Separation%20of%20Duties-Final%20Draft%20%281%29.pdf>

  *   Updated language to replace Oregon State Payroll Application (OSPA) with the Workday Payroll System.
  *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
  *   All sections include updated formatting and plain language edits.
  *   Various sections have modified and updated language for clarity and consistency.
  *   Section 103 was re-worked to provide clear direction for agencies working in payroll systems that integrate with Workday.
