[Address_fit] Draft Address Point Data Standard v 0.2

Hi Everyone,

Here is the latest version of the draft Address Point Data Standard (v 0.2) in both Word and PDF formats. This version includes some major updates and reformatting, as well as all the comments received for the previous version, but there is still work to be done on some of the sections. However, I wanted to get this version out for your review without further delay. It will also be available on our Teams Channel.

Please take a look and let me know if you have any questions, comments, or suggestions for improvements. I am especially interested in hearing about the suitability of this standard for your projects or the work you do every day. Please point out anything that is missing, confusing or contradictory, or that needs more explanation (or needs less explanation 😊). I appreciate any feedback you may have.
