[Answerland-summit] Call for proposals DRAFT

Hi everyone,

All of the 2020 submitters have been contacted.

I took out the Lightning Talk option from the call for proposals and
the submission
form <https://forms.gle/F9yPLBiG7B3gT3SR9>. I also changed the link so
instead of going directly to the form, it goes to the Proposals page
<https://sites.google.com/olaweb.org/oregon-reference-summit/home/presentation-proposals>
on our website. (That page is live again.) I routed the submission
responses to go to a new tab in our existing program proposal spreadsheet
<https://docs.google.com/spreadsheets/d/1hVSVqv9bRCi3TMdHChdyioEVsJlAEP2fMKmNfIdhJPw/edit?usp=sharing>
(I
cleaned up the tabs to avoid confusion).
