Subject: American Recovery and Reinvestment Act (ARRA) Reporting: Update # 2
Earlier this week, the Oregon Department of Education (ODE) sent you a Frequently Asked Questions (FAQs) document prepared by ODE staff in anticipation of questions you might have about the ODE's "Recovery Act Reporting Collections." As you know, these collections, which opened on September 10, 2009, will help the State of Oregon comply with the reporting requirements under Section 1512 of ARRA.
This memo is to provide clarification of what you should enter into the collection when you have nothing to report for an award (you have had no activity under the award). For reference purposes, this item is numbered 2.9.
2.9 What should a district do if it has nothing to report for the quarter, either for one award or all awards?
If you have no activity to report for a particular grant awarded to you, enter " 0.0 " in "Jobs Created," "Jobs Retained," and " Infrastructure Expended." Type a statement in the narrative fields that there is nothing to report for the time period. Click "Save."
Please do not simply leave the fields blank and click "Save." Also, please do not e-mail the information to your grant manager. The "Recovery Act Reporting Collections" tool is the centralized system ODE is using to collect Recovery Act information from districts.
Note that, with a few possible exceptions, all districts should have something to report. All districts but one were awarded State Fiscal Stabilization Fund (SFSF) grants for 2008-09.
Also, see item 3.5 in the FAQs. If you have created or retained jobs with the expectation of reimbursement (such as from your 2008-09 award of the SFSF grant), report the jobs created or retained in the appropriate fields in the data collection. Then provide a brief explanation in the narrative as to why you reported jobs but show no expenditures.
