[Busmgrs] Clarification: ARRA Non-responders list

I apologize. In my haste to get this report out I neglected to note in my message that zero dollar amounts next to your district is a good thing. The dollar amounts identified are the "unaccounted for" amounts. In other words, if you have an amount larger than $0.00 in your total, we have not collected data for one of the seven collections.  I wanted to demonstrate the amount of ARRA dollars that are unaccounted for as of noon today.

Just because your district is on the list doesn't necessarily mean you haven't responded. I included every district so that everyone could see their reporting status.
