RE:  American Recovery and Reinvestment Act Actual Expenditures for 2009-10

As many of you are aware, the American Recovery and Reinvestment Act (ARRA), which was signed into law by President Obama on February 17, 2009, and provided a significant increase in federal support for education at a critical time for states, requires extensive reporting by entities receiving ARRA funding for the duration of the Act. These ARRA funds represent almost $710 million in additional federal funding for K-12 education in Oregon.

At the time the initial stimulus grants were received near the end of the 2008-09 school year, a decision was made by the Oregon Department of Education (Department) to not implement new program accounting codes or mandate how the Local Education Agency (LEA) would account for these sub grants, allowing the LEAs to decide best practices for accounting. However, the Department identified there would need to be a high degree of transparency and accountability for these federal funds with the anticipation there would be federal reporting requirements yet to be revealed and additional data collections would be necessary.

The Department has worked very hard to try to minimize the impact of the federal reporting requirements for the LEAs and only request data when mandated. We have tried to anticipate federal data requests to give ample time to implement data collections and allow respondents sufficient time to complete the surveys. Unfortunately it was just recently revealed the National Public Education Financial Survey (NPEFS) and the Public Elementary-Secondary Education Finance Survey (F-33) are requesting that states include their FY2010 expenditure data for all of their ARRA sub grants in their reports due mid-March 2011.

Instead of implementing 10 separate data collections for each ARRA sub grant, the Department decided we are only going to have one data collection for all of the ARRA expenditure data for FY2010. On Thursday, February 24, 2011, the 2009-10 ARRA Actual Expenditures collection will open. The timeline for this data collection is from February 24, 2011, to March 15, 2011.

The ARRA SMF Creator is attached for your convenience.  In an attempt to minimize the impact, the ARRA Actual Expenditures collection functions similar to the regular Actuals collection which was recently submitted.



The Department realizes this adds to your already very busy schedules and we apologize for this sudden notice and inconvenience. We thank you for your cooperation and understanding.
