[Busmgrs] Facility Grants for 2013-15 Biennium

Dear Business Managers,

The Facility Grant is a biennially determined grant. That means that all projects that are submitted and qualify during the biennium share in the grant funds. If the eligible projects exceed the amount of funds available, then the funds are prorated across all projects, regardless of when in the biennium the project was submitted.

In order to administer the grant, ODE provides an estimated payment for those projects submitted in the first year of the biennium. For 2013-15 the first year's payment rate was estimated at 5% as that was in line with previous biennium's payment rates. Now that all projects are in we are able to determine the final payment rate for the biennium. In this case for the 2013-15 biennium, the final payment rate is the maximum of 8% allowed by statute. That means that those districts that received the estimated rate of 5% will receive additional funds this year to bring them up to the full 8% for the biennium. As there are funds leftover, the remaining funds will be folded back into the State School Fund and distributed as part of the General Purpose Grant.

The Facility Grant is paid with the March payment and will show in the March warrants.
