[Busmgrs] A message from Michael Elliott: Model Healthy and Safe Schools Plan

Re:       Healthy and Safe Schools Plan

REQUIREMENT:
Each school district, education service district (ESD), and public charter school must develop a Healthy and Safe Schools Plan for all buildings owned or leased by the school district or public charter school where students and staff are present on a regular basis.  This is a new requirement.  The relevant rules, OAR 581-022-2223<http://www.ode.state.or.us/superintendent/priorities/1.-attachment-1---healthy-and-safe-schools-plan-oar-58-022-2223-8-15-16-final.pdf> and OAR 581-024-0275<http://www.ode.state.or.us/superintendent/priorities/final-facilities-safety-and-emergency-planning-oar-581-024-0275-8-16-16.pdf>, were adopted by the State Board of Education in August 2016.

Districts, ESDs, and charter schools are required to submit their plans to the Oregon Department of Education (ODE).  Please submit your plan using this address:  ODE.schoolfacilities at state.or.us<mailto:ODE.schoolfacilities at state.or.us>.

TIMELINE FOR SUBMISSION TO ODE:

*         October 1, 2016 - A preliminary draft of the Healthy and Safe Schools Plan must be submitted to ODE.

*         January 1, 2017 -  The final draft of the Healthy and Safe Schools Plan must be submitted to ODE.

SAMPLE PLAN:
Attached is a sample plan developed by the Oregon Department of Education to assist you in completing your plan.  School districts, education service districts, and public charter schools are not required to use the Oregon Department of Education's plan.  A school district, education service district, or public charter school may adopt any plan that complies with the requirements of OAR 581-022-2223.

LOCAL PUBLIC HEALTH DEPARTMENT CONTACTS:
Local public health departments have broad responsibilities to ensure the health of all the people in the communities they serve.  Please check in with your local public health department and/or tribal health contact (contact name and information is attached) to let them know about any environmental testing and mitigation that you are doing in your buildings (ex. lead, radon).  Communication lets us all work together to support the health and safety of students and staff.
