[Busmgrs] December 2017 Payment statements

Good Morning

As we wear our ugly Christmas sweaters, frantically wrapping presents let's take some time and get our state school fund.  I've processed the December payment based on the estimates posted last week. I will be basing the payments on them for the next couple months until I update with 2nd period Cumulative ADM.

Below are districts, as of last week, that have not submitted a Transportation Report<http://www.oregon.gov/ode/schools-and-districts/ptf/Pages/Reports.aspx> or we are needing to follow up. The transportation grant is a $205 Million dollar grant requiring 100% participation in the collection in order to properly disperse the funds.
