Dyslexia Training Grants Update

The dyslexia training grants awarded to districts and participating charter schools through the Electronic Grant Management System (EGMS) will need to be adjusted due to the following:


*         The requirement to have a dyslexia-trained teacher in each K-5 school applies to school districts and not education programs. The original training grants awarded to districts included funds for education programs in error.


*         The dyslexia teacher training requirements do not directly apply to public charter schools. Charter schools were, however, given the opportunity to send a Letter of Intent to participate in the training grants at the end of 2017. 19 charter schools submitted a Letter of Intent, but most districts received grant awards for charter schools that chose not to participate. Grant awards will need to be adjusted accordingly.


*         District awards were calculated based on the number of K-5 schools per district. The current definition of K-5 school in the dyslexia training OARs is "any public school that enrolls students in kindergarten and grade one." Based on this definition, districts that include K only schools and schools with grades 1 and up did not receive grant awards for these schools. Grant awards will need to be adjusted to include funding for these schools.

Given these errors, all awards will need to be recalculated. While districts will not receive funds for education programs and non-participating charter schools, the award per K-5 school is likely to increase. Districts and participating charter schools will receive updated notices of their grant awards in May of 2018. All reimbursement claims submitted through EGMS to date will be put on hold until awards have been adjusted.

There are two steps for a district to submit a claim:

Step 1: Complete the Dyslexia Training Grants Reimbursement Form and email to Carrie Thomas Beck, Dyslexia Specialist<mailto:carrie.thomas-beck at state.or.us>, along with the electronic copies of the Certificates of Completion for each teacher who completed the dyslexia training. On the reimbursement form, be sure to indicate (by checking the boxes) that the teachers have completed the training survey and have requested membership for the Dyslexia Group on the Oregon Educator Network (OEN). Step 2: Submit a request for reimbursement through EGMS.

Districts and participating charter schools may continue to work on gathering the required deliverables and submitting them to Carrie Thomas Beck, Dyslexia Specialist<mailto:carrie.thomas-beck at state.or.us>, while waiting for the notice of the adjusted awards in EGMS. This will expedite the release of the funds through EGMS once the grant awards have been adjusted.
