[Busmgrs] 2017-18 State School fund estimate

The correct 2017-18 state school fund estimate has been posted to the web. This latest estimate reflects changes in IEP cap waiver, the IEP counts using special education child count data I've also updated neglected foster delinquent counts and the issue with local revenue.
