Third-Party Commercial Driver's License Testing
In September, the Oregon Department of Education (ODE) received notification from the Oregon Driver and Motor Vehicle Services (DMV) that the current Third-Party Commercial Driver's License (CDL) Testing agreement did not meet the standards outlined in the Federal Motor Carrier Safety Regulations for CDL testing. As a short-term solution to maintain CDL testing availability for school districts, we drafted formal agreements of authority with school districts and pupil transportation companies, as well as verified proof of insurance for these entities.

In the long-term, ODE does not have statutory authority to enter into testing agreements with DMV beyond May 2019.  Due to this change, DMV will begin contracting directly with school districts and bus companies for CDL test administration.  ODE will continue to provide oversight of the training and bus certification program for all school bus drivers, and we are working jointly to maintain one class for training and one exam for drivers.

Informational Event About These Changes
As a result of this change, both agencies are seeking your input as we strive to ensure adequate examiner coverage across the state for prospective school bus drivers.  While we have barriers to work through, we also have opportunities in regards to partnerships, improved outcomes and access for exams. The primary focus of this revised program is ensuring continued access to licensing drivers for safe school bus operators.  We invite you or a representative to participate in an information session.
