[Busmgrs] 18-19 State School Fund October estimate

All of your updates have been imported in the State School Fund and I have posted estimates to the ODE website. These estimates reflect the ADM and local revenue changes made in the 18-19 estimate of membership and revenue. These estimates will be reflected in the November payments.
