[collaborative-vr] Requirements for staff providing chat service

Hi Vince,

The Maricopa Community Colleges use only librarians with MLS (or
equivalent) degrees. We are academic and provide lots of instruction in our
chat sessions, so this may differ from the needs and expectations in other
types of libraries.
