[Our Government | The White House]Federal Government/SNAP Updates 12/1/25

The shutdown is now behind us, and December SNAP benefits are being distributed normally through the first nine days of the month. But, numerous changes as a result of HR1 are still being implemented. Below is a snapshot of a few key updates.

Federal Shutdown - What’s next: The federal bill signed into law to end the shutdown includes funding for SNAP through September 2026, although most other parts of the federal government are only funded through January 30, 2026 so there will be another potential shutdown in the news, but not for SNAP, WIC, and child nutrition programs.

HR1: Starting December 1st, ABAWD Work Rules will apply to SNAP participants in all Oregon counties.

SNAP cases will be reviewed at recertification to see if anyone on the case needs to start meeting the work requirements to keep their food benefits.

· Use this SNAP work rules webpage<https://www.oregon.gov/odhs/food/pages/snap-time-limits.aspx> for details, news and information

· For a detailed description of noncitizen SNAP eligibility, please review this SNAP policy transmittal<https://www.oregon.gov/odhs/transmittals/oeptransmittals/pt25043.pdf> from a couple of weeks ago

· We are still waiting for official word on SNAP ABAWD exclusion areas.

EBT Safety: We have seen an increase in EBT skimming. Encourage everyone with clients on SNAP or SNAP themselves to take steps to secure their card. Visit https://www.oregon.gov/odhs/benefits/pages/protect.aspx  <https://www.oregon.gov/odhs/benefits/pages/protect.aspx>

· Reinforce messaging for SNAP EBT skimming<https://www.oregon.gov/odhs/benefits/pages/protect.aspx>.

Rumor Control: We're hearing that people are worried that everyone who receives SNAP needs to reapply right now. At this time, nothing about the SNAP recertification process has changed in Oregon. No one needs to reapply unless contacted directly.

· Most people already renew every 12 months and complete a 6-month periodic report.

· Older adults and people with disabilities with no earned income renew every 24 months and complete a 12-month periodic report.

· Some people may be asked to take part in routine Quality-Control reviews or need to report certain changes in income or work hours.

All SNAP recipients can continue to follow normal certification and reporting schedules.

Any recipient can review their certification schedule by logging into their ONE Online Account or ONE Mobile App, calling the ONE Customer Service line at 800-699-9075 or contacting their local ODHS office.

If anything changes, we will post updates and notify you directly.
