Oregon Adolescent Sexuality Conference Seeking Proposals: The Oregon
Sexuality Conference is seeking workshop proposals for its 2011
conference, April 4-5, in Seaside, Oregon. The theme for the 2011
conference is Healthy Relationships Matter. This is an opportunity to
share innovative ideas, research, and best practices with both

Multnomah County Domestic Violence Coordinator's Office has been
selected by Department Of Justice to be one of eight demonstration
projects as part of the Attorney General's Defending our Children
Initiative. Here's a brief summary of what the grant is about: Our
vision is to make our community safer for all children ages 0 through
17. To achieve this vision, we have three goals: 
 
1)      To raise awareness regarding children exposed to violence and to
build our capacity to recognize, respond and mitigate its impact on
children and prevent future violence; 
 
2)      To better share and use data to drive our decision-making for
strategic interventions, and to create more efficient and effective ways
to deliver services; and 
 
3)      To develop a multi-systemic approach to prevention,
identification and intervention, and advocate for policy change.

 
Our House, Inspiring People with HIV/AIDS to Live Well: Our house is
offering a new support group for any person over 40 living with
HIV/AIDS. This group will focus on increase self awareness and learning
new says to cope with personal or interpersonal challenges of living

October 7th Multnomah County Board Proclamation: Multnomah Board of
County Commissioners  will proclaim October 2010 Domestic Violence
Awareness Month in Multnomah County  on Thursday October 7, 10 am. In
addition, Commissioner Kafoury will propose allocation of additional
county funding for local DV shelters to compensate for loss of State
funds to shelters. Speakers include Kay Toran, Volutneers of America
Oregon, Sheriff Dan Staton, and a survivor. Chiquita Rollins will read
the proclamation  prior to its adoption.  The event will take place at
the Multnomah Building Board Room (501 SE Hawthorne- enter the building
on the first floor and turn right). 

October 7th and 14th, 2010: Friends and Family Class, Domestic Violence
Resource Center of Washington County is offering free informational
classes the first and second Thursdays of each month so that friends and
family members can learn how to help loved ones that may be dealing with

World Health Organization Preventing Intimate Partner and Sexual
Violence Against Women:  Taking action and generating evidence

The evidence-based prevention of intimate partner and sexual violence is
still in its early days and much remains to be accomplished.  At
present, only one strategy has evidence supporting its effectiveness -
and this only relates to intimate partner violence.  The strategy in
question is the use of school-based programs to prevent violence within
dating relationships.  Evidence is, however, emerging of the effectives
of a number of other strategies for preventing intimate partner and
sexual violence, including microfinance programs for women combined with
gender-equity education; efforts to reduce access to and harmful use of
alcohol; and changing social and cultural gender norms.  Many more
strategies appear to have potential, either on theoretical grounds or
because they target known risk factors, but most of these have never
been systematically implemented or widely evaluated.  
 
Primary prevention efforts will save lives.  Investments made now to
stop intimate partner and sexual violence before they occur will protect
the physical, mental and economic well-being and development of
individuals, families, communities and whole societies.  
 
Taking Action and Generating Evidence aims to provide sufficient
information for policy-makers and planners to develop data-driven and
evidence-based programs or preventing intimate partner and sexual
violence against woman and is divided into four sections that cover the
nature, magnitude, and consequences of intimate partner and sexual
violence, outlines the nature, identifies the risk and protective
factors for such violence and the importance of addressing both risk and
protective factors in prevention efforts and presents a six-step
framework for taking action, generating evidence and sharing results.

International Violence Against Women Act (I-VAWA)
 
I-VAWA (HR 4594/S 2982) is the first comprehensive piece of legislation
aimed at ending violence against women and girls around the world.
I-VAWA would incorporate efforts to end violence against women and girls
in the United States foreign policy and foreign aid-for the first time.
It would direct Administration officials to create a comprehensive five
point plan to prevent and respond to violence against women and girls
around the world. It will support the community based groups that are
working at the local level to promote prevention, conduct education
programs and help victims of violence. 
 
This legislation would also address:


*	International sex trafficking and rape during war; 
*	Strengthen laws to stop violence against women and enhance
efforts to bring perpetrators to justice. 
*	Expand economic opportunities for abused women; and educate boys
and men to be leaders and allies in ending violence against women and
girls. 

 
Violence against women has been described as a worldwide pandemic-with
approximately one out of every three women worldwide reporting being
beaten, coerced into sex, or otherwise abused in her lifetime. In some
countries the number of women being abused is up to 70 percent.

Multnomah County Related Deaths in Chronological Order 
 

*	January 16, 2010.  Ran Hee Koh, 78, was stabbed to death in her
Southeast Portland home by her 55-year-old son. 
*	February 1, 2010. 43-year-old Lonnie Oscar Brown was arrested
for the strangulation death of Faith Blackbird, age 43, in Northwest
Portland. 
*	February 3, 2010. James Taft was arrested for the death of
51-year-old Virginia Malvey. She had been strangled to death in her
Northwest Portland apartment. 
*	February 12, 2010. 46-year-old Jeffrey Grahn, an off-duty
Clackamas County Sheriff's deputy, shot and killed his wife, Charlotte,
age 47, and her 2 friends, 53-year old  Kathleen Hoffmeister and 53 year
old Victoria Schulmerich, before killing himself. 
*	June 22, 2010.  A roommate found 28-year-old Lindsay Babb
stabbed to death in her Northeast Portland home. Her boyfriend, Miguel
Camellon Montalvo, 35, was found with self-inflicted stab wounds. He was
arrested. 
*	July 6, 2010. Harold James French was arrested for the beating
death of 56-year-old Carla Pedraza in Northeast Portland. 
*	August 21, 2010.  33-year-old Scott Baker was shot and killed in
a domestic violence related incident. Baker had a loaded handgun and was
threatening to kill people while searching for his estranged wife at his
step-son's Northeast Portland home when he was shot in self defense by
his 18-year-old stepson. 
*	September 10, 2010.  Francis "Frank" Masure, 60, shot and killed
his ex-girlfriend, Stephanie Curtis, 42,at her North Portland apartment
before killing himself.  
*	In addition, Richard Hunter shot and killed his wife Astrid
Schlaps then himself in early September in Manzanita OR, both victim and
perpetrator were from the Portland area.

October 14-16, 2010, Tacoma WA: Paving a Rocky Road: Removing Barriers
to Men's Engagement. Pacific Lutheran University Men Against Violence
will host a national conference to engage professionals, religious
communities and student activists in the process of identifying and
strategizing how to remove the barriers that have traditionally kept
large numbers of men from joining violence prevention efforts. Experts
will discuss innovative approaches to anti-violence work and how to
empower men to explore masculinities which support a just and equitable

Perspective. Multnomah County Family Violence Coordinating Council

begun to frame women's abuse within the context of traditional human
rights. This lecture will explore the human rights framework as it
applies to domestic violence. This lecture will explore the dynamics of
