Multiple perspectives on battered mothers and their children fleeing to
the United States for safety: A study of Hague Convention cases, The
National Institute of Justice recently released a report focusing on
battered mothers and their children who, fleeing violent partners by
crossing international borders, are subsequently charged with child
abduction under the Hague Convention on the Civil Aspects of
International Child Abduction ("Hague Convention"). The Hague Convention
can force a battered mother and her child to return to the country she
was fleeing, thereby returning the victim to her abuser and possibly
heightening her danger. The purpose of this research is to improve legal
responses to intimate partner violence, particularly within diverse
communities. To read the Executive Summary

The Family Violence Prevention Center of Ohio has published Excellence
In Advocacy: A Victim-Centered Approach. This publication was developed
by the FVPC and its Advisory Council in the Ohio Office of Criminal
Justice Services. This manual is for professionals who have been
working with victims of crime for five years or less. Other service
providers may find the information useful as well. Although this
publication is Ohio-specific, it is an excellent resource for all newer
victim advocates. You can download Excellence in Advocacy

disabilities are twice as likely to be victims of violent crime as
people without disabilities. There are lots of good data in this new

Stalking Awareness Month
Stalking Awareness month began January 2004. When the National Center
for Victims of Crime launched National Stalking Awareness Month (NSAM)
to raise awareness and challenge the myths and misconceptions that often
surround the crime of stalking. On December 21st, 2010 President Barack
Obama issued a presidential proclamation proclaiming January 2011,
stalking awareness month (view White House press release
http://www.whitehouse.gov/

thought to be a crime effecting celebrities or viewed as a non violent
offense. However, research tells us that in domestic violence situations
stalking indicates greater risk for increased violence and lethality.
--------------------------In 2009, the Bureau of Justice Statistics
released findings in the Supplemental Victimization Survey (SVS). The
SVS is the most comprehensive study of stalking to date and confirms
that stalking is pervasive, women are at higher risk of being stalked,
and there is a dangerous intersection between stalking and more violent
crimes.
The SVS identified seven types of harassing or unwanted behaviors
consistent with stalking, and individuals were classified as stalking
victims if they responded that they experienced two or more of these
behaviors on two or more separate occasions. In addition, the
individuals must have reported fear for their safety or that of a family
member as a result of the course of conduct, or they must have
experienced additional threatening behaviors that would cause a
reasonable person to feel fear. The SVS measured the following:
* making unwanted phone calls;
* sending unsolicited or unwanted letters or e-mails;
* following or spying on the victim;
* showing up at a place where they had no reason to be;
* waiting at places for the victim;
* leaving unwanted items, presents, or flowers;
* posting information or spreading rumors about the victim on the
internet, in a public place, or by word of mouth.

* During a 12 month period an estimated 3.4 million persons age 18
or older were victims of stalking.
* Females experienced 20 stalking victimizations per 1,000 females
age 18 or older.
* The rate of stalking victimizations for males was approximately
7 per 1,000 males age 18 or older.
* Persons age 18 to 19 and 20 to 24 experienced the highest rates
of stalking victimization
* One in 7 victims reported they moved as a result of the
stalking.
* Approximately 60% of stalking victims do not report
victimization to the police.

This manual - developed with input from a globally representative panel
of experts - is primarily aimed at violence prevention researchers,
practitioners and advocates. It provides them with a planning framework
for developing policies and programs for the prevention of intimate
partner and sexual violence. This guide outlines:
* the nature, magnitude, risks and consequences of intimate
partner and sexual violence
* strategies to prevent these forms of violence against women
* how these can be tailored to the needs, capacities and resources
of particular settings
* the importance of integrating scientific evaluation into all
prevention activities in order to expand current knowledge of what
works.
WHO has also designed additional resources to help programs implement
and design domestic violence prevention strategic plans.

When Congress created the U-visa in the Violence Against Women Act
(VAWA) under the Victims of Trafficking and Violence Prevention Act of
2000, its intent was to strengthen the ability of law enforcement
agencies to detect, investigate, and prosecute cases of domestic
violence, sexual assault, human trafficking, and other crimes; and to
offer protection to victims of such crimes. The following link will take
