With the release this week of more than 1,200 confidential files on suspected sexual abuse from past decades, the Boy Scouts of America faces the prospect of a new wave of lawsuits and potentially costly damages. However, many states have strict statutes of limitation, while others have less rigid time limits. As a result, victims' ability to get their cases before a jury will vary dramatically by state. "Geography determines justice. That's the problem," said Paul Mones, an Oregon-based attorney.

A stretch of Route 4 in Maryland was renamed last week for Stephanie Roper, whose 1982 murder led her parents to crusade for rights of crime victims and their survivors. "Roberta and Vince Roper put crime victims' rights and services on the Maryland and national map in memory of their daughter Stephanie," said Russell P. The Ropers founded the Stephanie Roper Committee and Foundation, an organization that has pressed governments to adopt victims' rights laws and provide help for crime victims. New York's Governor recently signed a domestic violence related measure including a provision which bans someone who has been charged with murder - or was under an order of protection - from controlling what happens to the remains of the victim. Legislators pushed for the law following a 2009 case in which family members of a woman murdered by her husband sought to stop him from deciding burial plans. He was eventually able to select the site in what they characterize as a final act of hostility toward the woman and her family. State Senator Michael Ranzenhofer, who pushed for the law, said previous state law on the matter contained a "disturbing loophole ... that only serves to compound a family's grief after the tragic passing of a loved one."

A man who was violently and repeatedly raped in Iowa's Washington County Jail by a fellow inmate in July of 2011 may face deportation before any legal action is carried out against the perpetrator. Under federal law the victim, who is an undocumented immigrant, could apply for a U-Visa that is offered to undocumented victims of certain crimes, including rape. Part of the requirements for such a visa is a form signed by an involved law enforcement official, prosecutor or judge, which states the person reported the crime and is cooperating with the investigation. At this time the victim's attorney, who works with the Iowa Coalition Against Sexual Assault, says the Washington County Attorney and sheriff are refusing to sign that statement.

Family members of victims were not notified that the man convicted of killing and assaulting their relatives was released from prison last year. The offender was released after serving 34 years of a 200-plus-year sentence. None of the victims' families were notified of and afforded the right to be present at a 2011 parole hearing, nor were they informed of the offender's release, as required by state law. The decision shocked victims' family members, who learned of the release through media and court sources. One described how, "all the memories just came flooding back." Under Missouri state law, the Board of Probation and Parole must notify victims or families of scheduled parole hearings and of the date of an inmate's release, however state law does not dictate how much of an effort is required to confirm addresses for contact.

Three former Penn State administrators were charged on Thursday with conspiring to cover up the Jerry Sandusky child sex abuse scandal. Former Penn State president Graham Spanier, former Vice President Gary Schultz and athletic director Tim Curley are accused of knowing that Jerry Sandusky was sexually abusing children, and conspiring to cover it up.

Advocates say the system failed a woman murdered by her husband at her workplace in early October. There were multiple occasions where police in their Milwaukee suburb, Brown Deer, did not take her husband into custody despite claims or evidence that he committed violence against her. The Wisconsin Coalition Against Domestic Violence called for an external audit of Brown Deer police for failing to follow the state's mandatory arrest law. Yet mandatory arrest laws have been controversial because, critics say, they could deter victims from calling police and limit authorities' ability to choose an appropriate course of action. "When situations like this happen, the gut response is, 'This is so horrendous, what can we do so this doesn't happen again?'" said Dawn Dalton, executive director of Chicago Metropolitan Battered Women's Network. "The challenge in answering this question is, there isn't one quick fix."

Trayvon Martin's school records and social media profiles will be turned over to the defense team in advance of the defendant's trial for murder. The child-victim's mother spoke out against the court's ruling: "First I'd like to say that Trayvon was the victim . . . . As human beings, our first priority shouldn't be to assassinate the character of the victims and make it seem as though they're the perpetrator."

The Florida Supreme Court is divided over whether a state law meets muster by allowing part of sex crime trials to be closed to the public although the seven justices recently unanimously upheld closure in one instance. The justices split, though, on their reasoning for affirming the partial closure of his trial. Current state law allows a sex crime victim, regardless of age, to seek closure when he or she is testifying. The law, however, permits immediate family members or guardians of defendants and victims to be present. Also, court reporters, media, lawyers and their secretaries can remain in the courtroom. Victim advocates can stay, too, at a victim's request.

The grandmother of a child murdered in 2009 has joined with Houston victim advocates in pursuing legislation that would end automatic yearly parole reviews in cases where the victim is a child. The goal of their effort is to give the parole board discretion to choose to hold off from reviewing these cases for up to five years. "We really have no relief," said the victim's grandmother. "We have to revisit the details of the crime every time. It seems like we've been given a 20-year sentence."

In Somalia, murderers are judged according to Sharia Law and the concept of Qisas, or "equal retaliation", which states that the victim's family must decide the fate of the murderer. They can choose to pardon, to ask for "blood money" as restitution paid by the perpetrator's family, or to demand the killer's death. If choosing death, the victim's family is responsible for performing the organized execution.
