Strangulation has been identified as one of the most lethal forms of domestic violence and sexual assault: unconsciousness may occur within seconds and death within minutes. When domestic violence perpetrators choke (strangle) their victims, not only is it a felonious assault, but it may be an attempted homicide. Strangulation is an ultimate form of power and control where the batterer can demonstrate control over the victim's next breath: it may have devastating psychological effects or a potentially fatal outcome.

ADVANCED STRANGULATION COURSE

National Strangulation Training Institute Experts and Advisors, Det. Mike Agnew (Ret.) and Dr. Dean Hawley



This four-day Advanced Strangulation Course will be held August 27 30, 2012, in San Diego, CA.

The course will cover an in-depth examination of the basic strangulation course currently provided to multidisciplinary professionals, including the history and research of Domestic Violence and Sexual Assault Strangulation Crimes, and key aspects of the medical, law enforcement, and prosecution's response to strangulation cases.

The course will include effective training techniques and address how to develop a training curriculum so that attendees can enhance their understanding of adult learning styles. The course will also include a hands on opportunity to practice a short presentation in front of peers.
The second half of the course will discuss how to use experts in court, including tips for testifying, qualifying experts, and helpful tools and resources for both attorneys trying strangulation cases and the experts involved in such cases. This section of the course will follow a case scenario, in which the attorney and the expert will work together to develop the case, including developing a list of witnesses and demonstrative evidence to prepare for trial, cross-examination, and rebuttal. This section of the course will conclude with a mock trial.

Time for group discussions and brainstorming will be allotted throughout the entire training. Attendees will also be provided with relevant course materials and handouts. Continuing Education Credit will also be provided for attorneys (MCLE) and MFTs, LCSWs, LPCCs, and LEPs (CEU).
The Advanced Strangulation Course will be taught by faculty of the National Strangulation Training Institute, including Casey Gwinn, JD, Gael Strack, JD, Dr. Ralph Riviello, Brett Johnson, JD, Reena Becerra, MA, Det. Mike Agnew (Ret.), Dr. Sylvia Vella (Det.), and the Honorable Eugene Hyman.

Based on feedback, this course, unlike previous courses, will NOT be separated into two separate trainings.

Who Should Apply?

The course will be limited to fifty participants. Applicants will be considered based on:

  *   Office on Violence Against Women Grantee Status (Grants to Encourage Arrest, STOP, LAV, Rural Grantees);
  *   Experience working with family violence victims;
  *   Prior experience training domestic violence and sexual assault professionals; and
  *   Prior training on Strangulation Crimes presented by the National Strangulation Training Institute/Family Justice Center Alliance preferred
Due to the high demand for this course, OVW grantees attending in teams of at least two (prosecutor and subject matter expert) will have first priority; however, the NSTI recommends bringing a team of four from each community (prosecutor, law enforcement officer, medical representative, and advocate), if possible.

This training has been approved by the Office on Violence Against Women (OVW) for use of training funds for grantees to attend. In order to utilize this option, you must seek approval first from your OVW Program Manager.

Cost to Attend:
There is no cost to attend the training but travel costs, including transportation, lodging, and per diem are the responsibility of the participant.

National Strangulation Training Institute Faculty and Advisory Meeting in March 2012


 The National Strangulation Training Institute (NSTI) was launched in October 2011 as a program of the National Family Justice Center Alliance. The NSTI was developed in response to the increasing demand for Intimate Partner Violence Strangulation Crimes training and technical assistance (consulting, planning and support services) from communities across the country. The NSTI serves as the comprehensive training and technical assistance provider on non-fatal strangulation crimes for the United States Department of Justice for OVW grantees.

The NSTI provides training, technical assistance, web-based education programs, an online directory of national trainers and experts, and a clearinghouse of all research related to domestic violence and sexual assault strangulation crimes.

The NSTI regularly receives powerful and positive feedback from our training attendees: "I really enjoyed this class and didn't want it to end as the presentation was intriguing! The training was full of great information. I have always had a passion for helping DV victims and learning how prevalent strangulation is I feel more empowered to help these victims of violence. I am also committed to training the new CSIs at my department so they are better prepared and equipped with knowledge. A big thank you for your passion regarding this topic!"

The Institute regularly posts information about strangulation crimes, new legislation, and policy changes on our website.

Canyon Officers Learn to Detect Strangulation: Nearly half of all domestic violence murder victims experience at least one non-fatal strangulation.

Victims tend to be too afraid or embarrassed to mention that they've been strangled, said Nampa Detective Kari Seibel, who handles all domestic violence cases in the city. Perpetrators tend to downplay strangulation or choking, she said, as if it's inconsequential compared to hitting.

In reality, it's more dangerous.

Cutting off someone's air and blood flow is a damaging and intimidating act, Seibel said. And it's likely a sign of lethal action to come.

"That's a heavy point I try to hit home when I talk to victims," she said. "I can't express how important it is that I get across to them, 'You almost died. Your kids almost lost their mother. Don't become a homicide victim.'

"To hear, 'I suspect you'll be killed at the hands of somebody you love,' that's a powerful thing."
