 *   FY 2007 – FY 2009 Funding Status.  Wave 29 FY 2008 and Wave 70 for FY 2007 were issued last week.  The Wave 30, initially reported to be issued last week as well, will be released November 12th.  It will include Priority 2 denials at the 80% level.  The FCC has not yet released the final ESL version for FY 2009, a pre-condition for establishing the Form 471 application window.
 *   Round 3 FCC OIG Audits and Probabilities.  Initial targets for the third round of FCC E‑rate audits may be announced later this month.  This article provides a rough estimate of an individual applicant’s probability of being audited based on average funding size.


 *   Post Election E-Rate Outlook.  The change in administration will lead to a new the appointment of a new FCC Chairman.  Little significant FCC action is expected until this change is made.  With Democrats in control of both Congress and the White House, amendments to the Telecommunications Act of 1996 are more likely.


 *   E-Rate Updates and Reminders.
    *   After two quarters’ accumulation, E-rate funds available for roll-over into FY 2009 have grown to $900 million.
    *   November FY 2008 Form 486 deadlines for Waves 12-16
 *   Schools and Libraries News Brief for November 7th.  This week’s News Brief discusses the latest FCC appeal orders and remands, the eligibility of wireless Internet access cards, and actions that applicants can take if they missed October’s invoicing or Form 486 deadlines.
