 *   FY 2007 – FY 2009 Funding Status.  The Wave 30, delayed for two successive weeks, will hopefully be released November 19th.  The FCC has not yet released the final ESL version for FY 2009, a pre-condition for establishing the Form 471 application window.
 *   Unauthorized Form 486 Filings.  The SLD is following up reports that an E-rate consultant may have been filing Form 486s for non-client applicants.  If this is the case, these Form 486s need to be canceled and properly resubmitted.


 *   Comprehensive Review of the Universal Service Fund: Part 1.  Numerous comments were received to an FCC Notice of Inquiry regarding the management, administration, and oversight of the Universal Service Fund.  This first article reviews the E-rate implications of USAC’s own comments.


 *   E-Rate Updates and Reminders.
    *   A recent USAC indicates that plans are being made to increase validation checks of CIPA compliance beginning in the first quarter of 2009.
    *   November FY 2008 Form 486 deadlines for Waves 14-16
 *   Schools and Libraries News Brief for November 4th.  This week’s News Brief focuses on the competitive bidding process, stressing the importance of open and fair applicant procedures.
