[Erate] CIPA NPRM Released!

Here is the CIPA NPRM we have been waiting for. As I suspected, they didn't address any specifics about the curriculum for digital citizenship, only that it needed to be there. They have proposed that the first certification year would be 2010, which I found a little surprising but not unbelievable. In any case, many of you are doing work that would make a 2010 certification no problem, while others might need more time. I suggest that any of you that have concerns about this should file formal comments.

The FCC seems to have taken special care to address the potential effects of these changes on small entities. I encourage any small entity that has concerns about this to file comments.

Comments are due in approx 30 days, and the instructions for filing them are included in the document.
