  *   Funding Status.  The FY 2013 application window opened December 12 and will close March 14.  Funding waves for FY 2010, FY 2011, and FY 2012 are scheduled for this week.
  *   New Round of PQA Audits.  Applicants are reporting a new set of PQA audits of randomly selected invoice payments, including questions on CIPA compliance.
  *   Update on "Free" VoIP Phones.   Although the FCC has not announced a decision on the eligibility of bundled end-user VoIP phones, USAC has begun FY 2012 funding of unaffected funding requests for Jive customers.
  *   E-Rate Updates and Reminders. The FCC released one more appeal decision last week.  An ESA proposes ending upfront, pre-funded discounts for consortium members.
