Greetings from the Staff
Hello, fatality review and prevention partners,
We hope everyone had a great summer. If you are a parent, as I am, the last month or two has been a flurry of activity with last-minute summer activities and back-to-school preparation (including one starting college!).
As we settle into fall, it's a good time to reflect on what it means to be a parent and raise kids. Personally, so much of my time is spent keeping them safe and healthy, it's comforting to know our national community is working hard to keep them safe and healthy, too.
I started at the National Center just over two years ago. Coming from outside of public health and being new to fatality review, I've learned so much about our focus and am continually impressed by the amazing people and teams behind our important work. I am humbled and honored to be part of this passionate and dedicated community.
Thank you for your tireless efforts. Enjoy the fall season, and know we, as always, are here to support you.

The National Center Welcomes New Staff

Joshua G. Thomas joined our staff on August 12, 2024 as a Senior Project Coordinator with a special focus on Outcomes. In this role, Joshua will lead the implementation of evidence-based prevention frameworks, serve as a subject matter expert for health equity, and create partnerships with national, state, and local fatality review programs. He will also develop resources, represent the National Center on national workgroups, and manage project plans and evaluations.

Mr. Thomas holds a B.S. in Criminology from Florida State University and a Certificate in Public Health Executive Leadership from the University of South Florida. His extensive background includes leading the Child Abuse Death Review Unit at the Florida Department of Health (FDOH), contributing to the development and implementation of the FDOH Strategic Plan and Florida's State Health Improvement Plan, to strengthen statewide efforts to enhance public health outcomes and address health disparities. Joshua has also served as the co-chair for the National Fatality Review Health Equity Learning Collaborative since December 2022.

Dawn Porter joined our staff on August 26, 2024 as a Senior Project Coordinator with a special focus on Suicide. Dawn worked in collaboration with communities and community partners for over ten years to prevent child injury and death to include suicide prevention. Prior to joining the National Center, she was the Arkansas Child Death Review Program Coordinator and then CDR Program Manager. In her role as CDR Program Coordinator, she led local teams to focus on data quality for the state of Arkansas to drive teams to implement specified recommendations. Dawn's work on improving data quality for the state of Arkansas was nationally recognized.

Ms. Porter graduated from University of Central Arkansas, with a Master of Science with emphasis in Health Promotion. She was awarded one of two CDC-supported regional injury prevention fellowships in 2021. Her fellowship focused on the development of a suicide prevention resource digital platform for communities across Arkansas in collaboration with multiple organizational partnerships.
Dawn was a contributing author of a book chapter "Building Injury Prevention Capacity Through Community Partnership" in the hospital-based Injury and Violence Prevention Programs. She is currently in her final year of the Doctoral of Leadership in Equity and Inclusion program at University of Central Arkansas. Her doctoral focus is on community leadership and her dissertation focus is suicide prevention from the lens of educational leadership.

Students from Johns Hopkins Bloomberg School of Public Health Join the National Center
Sooji Kim joined the National Center as an intern on September 3rd, 2024. She will be with the National Center for six months, focusing on the Suicide Quick-Look and Population Data Guidance projects. Sooji is currently a second-year MSPH student at the Johns Hopkins Bloomberg School of Public Health, specializing in health education and communication.

Before transitioning to public health, Sooji worked as a dental hygienist, providing education and care to patients of all ages. Her strong interest in child and maternal health, along with her dedication to advancing community health through education and advocacy, inspired her to pursue a career in public health. Born and raised in Seoul, South Korea, she moved to Seattle, WA, in 2016. Sooji is fluent in Korean and enjoys watching K-dramas and movies, exploring new restaurants and coffee shops, and practicing Pilates in her free time.
Amanda Billiter joined the National Center as an intern on September 3rd, 2024. She will be working with the National Center for six months to identify how fatality review surveillance can improve maternal, infant, and family outcomes, take action steps to incorporate equity into the review framework, and collaborate with key partners to translate CDR and FIMR findings into program and policy recommendations to improve infant and child health and safety. Specifically, she will develop a written guidance document for CDR and FIMR teams to better understand disparities in sudden unexpected infant death (SUID) alongside social determinants and structural inequities.

Amanda is a 2nd year MSPH student at Johns Hopkins Bloomberg School of Public Health, where she is studying Health Education and Health Communication with an emphasis in maternal, child, and adolescent health. In May 2023, she graduated from Texas A&M University (Whoop!) with a BS in Public Health and a Minor in Biology. Amanda is passionate about mentorship and relationship building, serving under resourced and marginalized populations, and looking at health through a socioecological lens. In her free time, you can find her hanging out with friends, listening to podcasts, or spending time with her tuxedo cat Lucy.

Join Safe Kids Worldwide for their Safe Sleep Summit, happening October 18 - 19, 2024, in Baltimore, Maryland!

The summit will discuss current data and intervention methods to address unsafe sleep, as well as action items to resolve and address inequities within SUID prevention. Panel presentations, break out sessions, and networking opportunities for participants will be available. Registration ends September 20.

Data Matters
Changes to Section I8 in the NFR-CRS
Effective on August 8, 2024, Section I8 (Deaths during the COVID-19 Pandemic) in the National Fatality Review Case Reporting System (NFR-CRS) will only be visible for deaths that occurred during March 13, 2020 - May 11, 2023 (the federal emergency declaration for COVID-19).

If no date of death has been entered for a case or if the date of death falls outside the federal declaration date range, then this section will not be visible in the NFR-CRS.  Please continue to complete Section I8 if the date of death was between March 13, 2020 - May 11, 2023.
If you had entered data in Section I8 for a previous case and that date of death fell outside the federal declaration date range, you will no longer be able to see Section I8 when doing data entry/data reviewing. However, the data has been retained in data download.

New Insights on Children's Mental Health from NIHCM

An estimated less than 50% of children and adolescents receive the necessary mental health care they need to be happy and healthy.

An infographic from the National Institute for Healthcare Management (NIHCM), published in July 2024, highlights data on children and adolescent mental health from 2016-2020. The infographic features information on social determinants of health, mental health disorders and treatment, and state-level differences in mental health care across the country.

Resources for Prevention
$3 Million in New Awards for Tribal Home Visiting Program
The Administration for Children and Families (ACF) recently announced rewards totaling over $3 million to tribal entities across the country. Six tribal entities will receive funding as a part of the Tribal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program. This program builds capacity for home visiting services to American Indian and Alaska Native (AI/AN) families, ultimately supporting the health and wellbeing of families within these entities. Updates to National Center Technical Assistance Leads

In January 2024, the National Center enhanced the way Technical Assistance (TA) was delivered to fatality review teams. Each state now has a dedicated TA lead who serves as the primary contact. The TA lead will engage other members of the National Center team as appropriate. Please refer to the picture above for updated information on which TA lead your state has. For specific questions, please contact your TA lead.

The National Center offers a broad suite of TA resources to CDR and FIMR teams. These resources are focused on all aspects of the fatality review process, including identifying cases, conducting reviews, using data, and catalyzing prevention. TA is available in a variety of formats including virtual and in-person jurisdiction visits, email assistance, written guidances, webinars, listservs and more.
Staff Out & About
We have had an exciting and travel-filled summer season! There have been numerous opportunities to connect with fatality review teams around the country and come together to celebrate our achievements as a team.

  *   Susanna Joy and Abby Collier were invited to the White House in Washington, D.C. to celebrate the passage of the Maternal and Child Health Stillbirth Prevention Act with representatives from the Office of the Vice President.
  *   Sasha Mintz traveled to Sweden to present at the International Society for the Prevention of Child Abuse & Neglect (ISPCAN) Conference on child fatality review in the United States.
  *   Our annual staff retreat was held in Okemos, MI to celebrate this year's accomplishments and strategize how to best serve you with technical assistance efforts.
We are a busy center with several conferences and events on the horizon, but that doesn't limit our ability to help fatality review teams grow and thrive- as we do the very same.
