I can't attend today either, but my understanding of the 3DEP program is that they will fund at a QL2 level and if we want to go to QL1 for certain areas, we'll have to fund the difference.  I don't have any information about the prioritization aspect Brady mentions related to USGS and 3DEP.  I'll be in DC the week of June 10 at USGS HQ.  Some of the 3DEP leadership will be in meetings I will attend.  If I can carry a message or get more information, let me know.

I can't make the meeting today but am very interested in the discussion. This sounds like a revisit of the Oregon 2014 lidar prioritization plan which took us quite some time to develop as opposed to a single 2hr meeting. The information and map in the original message below seem to indicate that 3DEP is proposing to only fund or acquire areas where their AOI's match or compliment Oregon's and only at QL2. I think its very important to understand if that is going to be the selection criteria for them moving forward or is it only for the current cycle.

Our 2014 prioritization effort was supposed to ignore data density but my recollection is that we were all operating under the assumption of QL1 and a collaborative funding effort which included 3DEP as that was a major driver at the time. The priorities we outlined were to help get us data where we most needed it, but not everywhere.

I'm guessing that a main purpose of today's meeting is to answer the question "Is having QL2 data better than having no data?" and/or "What areas can you live with QL2 data?"  I'd like to see a strategy that provides us 100% lidar coverage of the state in the next 5 years, so I think having QL2 data is better than no data. Targeting areas that have been previously thought of as low priority (at least for QL1 collection) would be my preference.

Hello,

USGS has asked Oregon to prioritize HUC-8 watersheds for USGS collection at Quality Level 2. Quality Level 2 is lidar density of 2 pulses per square meter or greater. USGS 3DEP Quality Level chart is attached for reference.

USGS has asked that Oregon provide the list of HUC-8s by May 31st.

Please try and complete the Doodle Poll by COB Friday so that I can schedule the meeting.


Below is the full email I received this morning from USGS:

Tom - I know that you have talked with Jacob about compromises within the state that would allow for Federal investment at the QL2 level for selected parts of the state. It is our desire to move forward with acquisitions at the HUC 8 level - we need a strategy that enables planning for state-wide coverage, the HUS8 seems to be the best solution.

The diagram below shows current FEMA, NRCS and USGS priorities within the state, naturally areas of existing 3DEP coverage would be clipped, projects would be expanded out to the HUC 8 boundaries. What we would like to know from Jacob is which of the HUC 8s could be collected at QL2 to provide a 90% solution. The Federal agencies have needs and do not have sufficient funds to support QL1 collections in all of these areas. WE want to take the state needs into account but need to agree to a compromise. Your assistance is appreciated.
