[FIT] Cancellation - December 11, OGIC Meeting

OGIC Members:
We are not convening the Oregon Geographic Information Council this
quarter. The feedback we've received from members requested that we
work issues with the GPL and PAC and not to convene OGIC unless there
was at least one action item to be decided upon. As we didn't have
sufficient action/decision items to propose, we're cancelling the
December 11 meeting. Below is a brief update on items of OGIC interest.
We may need your comments on the Enterprise License Agreement. If we do
we will follow up on it with you within the next couple of weeks. If you
have questions, please feel free to contact me or Cy Smith.
1) <Watch for more information on this one> - ESRI Enterprise License
Agreement (ELA) - Negotiations are nearing completion involving ESRI,
State Procurement Office, EISPD/GEO. We expect to have an enterprise
license agreement in place for state agencies in December. We have been
working with a small stakeholder group to seek input as we have
proceeded with the negotiations. Early next week, we expect to send a
description of the ELA to OGIC, PAC, and GPL for review. We will need a
very quick turnaround on this review so we can finalize the agreement.

2) Interim Ways and Means/E-Board - Approved DAS request to apply for
two USGS Cap Grants of $50,000 each. We are preparing grant
applications for submission in January. One will enable a wider
collaboration to refresh the OGIC Strategic Plan. The other will
provide assistance to broaden the data sharing partnership initiative.
3) Imagery 2010 purchase and subsequent hosting/storage needs at SDC -
Funding within EISPD has been secured in the amount of $275,000 to pay
for acquisition of true color, half meter and color infrared aerial
imagery statewide in 2010. Planning is underway with DAS contracting,
the Corp of Engineers and GEO to establish contracts for this work.
Additional funding may be needed for hosting and storage next biennium.
4) GPL activities - A State agency ESRI User Group has been established
and has had an initial meeting. GPL continues ongoing work with GEO on
GIS web services and applications (see below) and on the exception
process for the GIS software standard. GPL did not meet in October, so
there has been one meeting since the last OGIC meeting.
5) GIS Software Standard implementation - The Enterprise GIS Software
Standard (OAR 125-600-7550) requires a GIS software inventory and
authorizes and defines an exception process. GEO staff has formed an
interagency workgroup to develop guidance for both these tasks. We
anticipate that the survey will be circulated December 1st and the
exception process will be distributed to OGIC members for review and
endorsement by January 22nd, 2009.
6) Status report on GIS web services and applications -
* JavaScript API Web Apps: We have new web applications based on
the latest ESRI technology. This programming interface allows
incorporation of numerous features from either the Google or Microsoft
Virtual Earth public Javascript API's, making available a wide range of
features and functionality, while providing the public with a look and
feel they are familiar with.
o Two examples are the Census Browser Application and the
Criminal Justice Browser. The Census Browser was built with a special
emphasis on the needs of the State Library and DHS. The Census Browser
offers users the ability to query a number of key census factors
including racial, income and housing data for a range of geographies,
such as county and census tracts. The Criminal Justice Browser was
built in cooperation with the Oregon Criminal Justice Commission and
offers the ability to query, chart and display on a choropleth map a
range of 12 crime categories for the years 1998 - 2007 as provided by
the CJC.
* After a number of software and infrastructure upgrades, GEO is
poised to offer web services in standard WMS and ArcGIS mapping
protocols for review to the GPL based on its member recommendations.
* GEO has recently completed work w/DHS to host DHS-created .NET
web applications for West Nile Virus incidence. This is a first in
collaboration with another agency to host a non-GEO created web app.
7) Framework status report - At the 6/11/08 meeting, OGIC reviewed
proposed revisions to this process. Membership suggested additional
changes and approved the process pending integration of their additions.
These changes have been integrated and final documents will be published
mid-December. In addition, the following data development activities
have taken place:
* Cadastral Data Sharing: A Cadastral FIT workgroup
with representation from County government, DOR and GEO have been
working on the agreements necessary to implement this proposal. The
group is on track to finalize the agreement by years end and solicit
county participation shortly thereafter.
* Fish Habitat Distribution Data: An automated
process has been developed and successfully used to migrate a large
percentage of the non-Columbia basin fish habitat distribution data to
the Framework hydrography and the remaining records are being manually
migrated. This project is on time and budget.
* Geologic Data Compilation: The 11/14/08 project
status report from DOGAMI indicates that the project is about 4 months
ahead of the schedule and is on budget.
* Hydro Framework Theme: Initial workgroup formation
and kick off has occurred for the three funded activities. This project
is making acceptable progress.
* Soils Framework Theme: Existing USDA-Natural
Resource Conservation Service (NRCS) and USDA-Forest Service soil survey
maps have been compiled throughout the State. Development of a new
General Soil Map of Oregon has begun. This project is on time and
budget.
* Transportation Framework Theme: Initial utilization
of Framework funds was deferred as ODOT expended funding from other
sources for this project. Contract development is now underway and an
activity plan is under development to assure timely project progress
continues.
* Wetlands Framework Theme: OGIC funded digitization
is complete; data is scheduled to be publically available via the USFWS
Wetlands Mapper by year's end. Project is on time and budget.
8) GEO activity report - Most of the GEO activities have been summarized
above. Notable additions include:
* GEO staff met with Union and Harney Counties; cities of La
Grande, Union, Ontario and Burns, and PNW Tribes regarding FEMA Flood
mapping and data sharing.
* GEO staff have worked with the OSU Valley Library and the
Institute for Natural Resources (INR) to finalize the Land Use Explorer
portion of the Oregon Explorer web portal.
* GEO staff, DOGAMI, OSU, INR and the Hazards Framework
Implementation Team have begun work to design an All Hazards web portal
as part of Oregon Explorer.
